Does the present state of the housing(mortgage) market affect the rental market?

I live in NYC and lately I am beginning to see ads offering 1st months rent free, reduced rents, brokers fee negotiable, etc. I am referring to MNHTN apts in the E70s-90s and the tonier areas of Brooklyn.

Is it because of the season(not many people move in Winter) and these offers will not exist come Spring/Summer?

Is it the slow economy, who has/can afford upfront costs of $10k-$12k to secure an apt or willing to risk a move for that matter.

It use to be that rental apts sitting on the NYC market for any period of time was unheard of.

Just wondering.
